افتتحت السفيرة سكوبي اليوم المركز الجديد "للبرنامج الدولي للأمراض المعدية المستجدة – مصر" وذلك بمشاركة الدكتور/ ناصر السيد، نائب وزير الصحة والسكان. ويعمل البرنامج الدولي للأمراض المستجدة – كمركز قومي ودولي لمراقبة الأمراض المعدية عالمياً وإجراء الأبحاث المعملية والتطبيقية وتوفير الدعم في حالات انتشار الأوبئة بالإضافة إلى توفير التدريب وبناء القدرات واستحداث الإجراءات اللازمة لمنع انتشار الأمراض المعدية المستجدة وتعزيز البنية الأساسية لبرامج الصحة العامة العالمية. وقد "تأسس البرنامج الدولي للأمراض المستجدة – مصر" في عام 2006 كثمرة للتنسيق المشترك بين وزارة الصحة والسكان المصرية ومركز مكافحة الأمراض بالولايات المتحدة والوحدة الثالثة للأبحاث الطبية بالبحرية الأمريكية (نامرو 3).

شكراً جزيلاً لكم د/ ناصر لسماحكم لي بمشاركتكم هنا اليوم في افتتاح البرنامج الدولي للأمراض المستجدة بمستشفى العباسية للحميات. هذا بالتأكيد تعاون يستحق التقدير والإعجاب بين وزارة الصحة والسكان المصرية والمركز الأمريكي لمكافحة الأمراض والوحدة الثالثة للأبحاث الطبية بالبحرية الأمريكية في القاهرة. لقد ظل التعاون العلمي في مجال البحث الطبي واحدا من أقوى دعائم العلاقات المصرية الأمريكية على مدار سنوات طويلة مضت. ولا أعتقد أنها كانت مصادفة أن تسعى الولايات المتحدة منذ 60 عاماً للحصول على موافقة مصر لتأسيس وحدة "نامرو 3" بجوار هذا المستشفى العريق للحميات بالعباسية. فهذا المستشفى معروف على مستوى المنطقة وعلى مستوى العالم لدوره الرائد في مجال الصحة العامة والأبحاث وحماية الشعب المصري في الوقت الحالي. ولقد تحقق بالفعل الكثير خلال السنوات العديدة الماضية لتحديد وتطوير الأساليب العلاجية للأمراض التي تهدد حياة الناس، ولا يقتصر ذلك على مصر وحدها بل يشمل العالم أيضا.

والحقيقة أننا لابد أن نحتفل فعلاً اليوم بمرحلة جديدة في هذه الشراكة الطويلة وأن نرحب بشريك جديد في المعركة ضد الأمراض المعدية هنا في مستشفى الحميات بالعباسية. إنها فيلا جميلة وقد أتيحت لي الفرصة لأخذ جولة سريعة داخلها حيث ستكون مقراً للبرنامج. وستستخدم هذه الفيلا كموقع عمل مشترك لعلماء الاختبارات المعملية من وزارة الصحة ومركز مكافحة الأمراض ونامرو-3. سيعملون معاً على مراقبة على متابعة سلوك الأمراض المعدية وتحري حالات اندلاع الأوبئة وعزل الفئات حديثة العدوى، وتحديد عوامل الخطر الجديدة للأمراض المعدية واستحداث وسائل لمكافحة الأمراض.

ولم يكن افتتاح هذا البرنامج ليأتي في وقت أفضل من هذا في أعقاب المؤتمر الوزاري الناجح والكثيف الحضور الذي استضافته الحكومة المصرية حول أنفلونزا الطيور بشرم الشيخ. نعلم أنه من المهم أن نتبادل عينات الأنفلونزا سريعا حتى يمكن تحديد خصائص الفيروس، وتوثيق الاختبارات التشخيصية، واختبار مقاومة الفيروس للعقاقير وتحديد الفيروسات اللازمة لإعداد اللقاحات المضادة.

وهكذا سيصبح هذا البرنامج جزء من إستراتيجية مصر لمكافحة الأمراض المعدية. فسيعمل البرنامج على تحقيق التكامل بين أنشطة الأبحاث التطبيقية ومراقبة الأمراض ومكافحتها والوقاية منها بالتنسيق بين الجهات الثلاث. هذا بالإضافة إلى قيام البرنامج بدعم قدرات الصحة القومية عن طريق توفير التدريب المباشر في علوم المعامل والأوبئة وإدارة برامج الصحة العامة. كما سيوفر هذا المقر المشترك الفرصة لتبادل الأفكار اللازمة لإعداد برامج الصحة العامة والسيطرة على الأمراض المعدية.

إن الولايات المتحدة تشعر بامتنان عميق لهذه الفرصة لمشاركة الحكومة المصرية في هذا النشاط الهام الذي يدعمنا جميعاً. إني أتطلع بالفعل لسماع المزيد عما تحققونه من تقدم وعن الإسهامات التي سيقدمها هذا البرنامج نحو الهدف الخاص بمكافحة الأمراض المعدية في المنطقة وحول العالم. وشكراً جزيلاً لكم.

Ambassador Scobey today inaugurated the new center for the International Emerging Infections Program of Egypt (IEIP) along with Deputy Minister of Health and Population Dr. Nasser El Sayed. The IEIP will serve as a national and international resource for global infectious disease surveillance, conduct applied epidemiologic and laboratory research, provide outbreak support, training and capacity building, develop measures to prevent and control emerging infectious diseases, and strengthen global public health infrastructure. IEIP-Egypt was established in 2006 as a collaboration between the Egyptian Ministry of Health and Population (MOHP), the CDC, and U.S. Naval Medical Research Unit No. 3 (NAMRU-3).

Thank you very much, Dr. Nasser, for allowing me to join you here today to inaugurate the opening of the International Emerging Infections Program in Abbasyia Fever Hospital. This is really a remarkable and admirable collaboration between the Egyptian Ministry of Health and Population, the U.S. Center for Disease Control and the Naval Medical Research Unit (NAMRU) here in Cairo. The scientific cooperation in medical research has been one of the strongest pillars of U.S.-Egyptian relations going back many, many years. I don’t think it was any accident that over 60 years ago the United States sought Egyptian permission to establish NAMRU in the shadow of the great Abbasyia Fever Hospital. This is already renowned and well known throughout the region and the world for its pioneering efforts in public health and research and really trying to protect the population of Egypt at this time. And so much has already been achieved over these many years to identify and develop treatments for diseases that threaten the lives of not only the people in Egypt, but around the world.

And we are really here to celebrate today just another stage in that long partnership and to welcome a new partner in the battle against infectious diseases here at the Abbasyia Fever Hospital. It’s a beautiful villa and I’ve had a chance to take a quick tour which will house this program. This villa will serve as a shared work site for epidemiologists and laboratory scientists from the Ministry of Health, NAMRU-3, and CDC. They will work together to monitor infectious disease trends, investigate disease outbreaks, isolate new and emerging infectious pathogens, identify new risk factors for infectious disease and develop disease control methods.

The inauguration of this program could not have come at a more opportune time as we are just concluding the very successful and well attended ministerial conference hosted by the Government of Egypt on Avian Influenza in Sharm al Sheikh. We know that the world still continues to prepare for a potential pandemic. We know that it is critical to share samples to rapidly characterize viruses, to validate diagnostic tests, test its resistance to medications, and identify viruses essential for developing vaccines.

As part of Egypt’s infectious disease control strategy, this center of excellence and this program will do that to meet those goals. It will integrate the applied research and the disease surveillance, disease prevention, and disease control activities of these three cooperating agencies. In addition, IEIP will strengthen national public health capacity by providing hands-on training in laboratory science, epidemiologic science, and public health administration. In addition, this shared office space will allow for the free exchange of ideas that will be needed to develop public health and infectious disease control programs.

The United States is extremely grateful for this opportunity to participate with the Government of Egypt in this very worthwhile activity with support to all of us in the world. I genuinely look forward to hearing about the progress and contributions that this new program will make toward the goal of combating infectious diseases in the region and around the world.
